On June 25, 1999, Governor Whitman signed legislative bill a2114, which enacted into law the Perfusion Licensure Act. This act is the foundation upon which the Perfusion Advisory Committee (PAC) will be established. PAC will function as a subcommittee under the NJ State Board of Medical Examiners (NJSBME). Both PAC and NJSBME serve under the NJ Division of Consumer Affairs.

The function of PAC and NJSBME is to formalize the licensing process for Perfusionists under the auspices of the NJSBME. The committee responsibilities will include the administration of the licensure process, the creation of appropriate regulations concerning issues (such as the graduate perfusionist), the implementation of a system of investigating, and adjudication of any complaints filed against perfusionists licensed in the state of New Jersey.

The recommendation process of the most qualified perfusionist for appointment to PAC began in July of 1999 with a letter sent to Governor Whitman. The NJSPS Government relations Committee recommended nine perfusionists they considered to be the most qualified. The criteria were as follows: their experience as a clinical perfusionist, their involvement with the state perfusion society, and their commitment to achieving the goals of the society. Recommendations were forwarded to the Governor’s office by our lobbyist Christine Stearns of the Princeton Public Affairs Group. NJSPS had no influence over the selection process beyond the initial recommendation.

On November 15, 1999 through the Governor’s Appointment Counsel, Ms. Darlene J. Pereksta, Governor Whitman appointed the following individuals to PAC:

The individuals appointed were selected by the Governor’s Appointment Council Committee. All the nominated appointments to PAC required approval by both the Senate Judiciary Committee and the NJ State Senate. As of February 15, 2000 Dr. Mara and Ms. Hedges are the only nominees awaiting approval.

It has been a privilege and an honor to serve as President of the New Jersey State Perfusion Society in 1999. I want to thank my fellow officers and board members for their support this past year. Although a lot of important events took place under my watch, it was a culmination of four years of hard work by a dedicated group of individuals. The most important thing that took place was the passage of NJ Assembly Bill no. 2114, the "Perfusionist Licensing Act." Governor Christine Todd Whitman signed the Bill on June 24, 1999. Various committees (such as the Government Relations Committee, the Education and Fundraising Committee) reached this goal with a lot of work. I want to thank all the members and especially the chairpersons of these committees for the countless hours spent helping to promote the Society and achieve our goals.

As we begin a New Year, it is important to continue as a voice for the Perfusion profession in the State of New Jersey. Since licensure was our main focus for the last four years, it may be time to change objectives. Our new objectives may include education, research, or a number of different areas. If you have any ideas or suggestions, please let us know. I wish Sheila Rager and the rest of the new officers and board members the best of luck in the year 2000. Thanks again for the opportunity to serve you in 1999 and please continue to support the New Jersey State Perfusion Society.
